Contractors to register next week
REGISTRATION OF contractors under the National Contracts Commission (NCC) will commence next week.
Tim James, the NCC's technical services director, said yesterday that an advertisement to that effect will be placed in local newspapers by next Wednesday. Mr. James said that contractors who wish to be on the initial list should apply by July 7. The list will be completed officially by August 31.
However, after the initial list is completed, continuous registration will take place throughout the year, making it possible for contractors to be upgraded at any time, depending on their ability to perform within their particular categories.
Two of the three working groups which have been assigned specific tasks by the NCC have already completed their work.
These are working group one, responsible for developing the new contractors and consultants lists and putting in place mechanisms for their continuous update. This group also established categories and grades for contractors and criteria to be used for the registration process.
Working group 3 developed appropriate guidelines for the procurement of goods and services.
The remaining working group, two, is now establishing the procedures to be followed in the invitation and evaluation of tenders and the award of works contracts.
Other changes to be made under the new system include, replacing the existing four grades with new ones and increasing the number of categories from nine to 30. The former 'specialist' category has been incorporated into the new expanded list of categories, which will allow contractors to qualify for, register and tender for a wider range of work.
Registration for all categories will be determined by qualifications and experience, financial capability and adequacy of facilities and equipment necessary to carry out contracts.
